The Institution Personnel Services Manager is responsible for overseeing one or more major functions in personnel administration at an institution of higher education. This position is governed by state and federal laws and institution policy.
Supervises a small to medium-sized professional and semi-professional personnel staff responsible for such areas as employee orientation, employment and recruitment, fringe benefits, affirmative action, EEO/Grievance Procedures, classification and compensation, and employee records.
Interviews job applicants and recommends employment, provides employee training, assigns job duties, evaluates employee work, recommends personnel actions, and handles disciplinary matters.
Develops and recommends implementation of institution personnel policies and procedures within state and federal guidelines and submits to supervisor for approval.
Responds to inquiries from state and federal offices, attorneys, outside organizations, and internal departmental management concerning personnel actions, policies, and overall goals and objectives of the institution.
Reviews and approves personnel action documentation from subordinate staff concerning respective functional area.
Coordinates and leads special projects with internal and external staff in such areas as performance evaluation, salary survey studies, research on applicable personnel laws and regulations, and legislative budget process.
Attends staff meetings with institution administration and management to provide information on activities associated with personnel administration.
Performs other duties as assigned.
SPECIAL JOB DIMENSIONS:
Occasional in-state and out-of-state travel to attend conferences and training sessions is required.
KNOWLEDGE, ABILITIES, AND SKILLS:
Knowledge of the principles and practices of human resource management. Knowledge of the operation of a fully functional personnel/human resources office. Knowledge of state, federal, and campus personnel policies, procedures, and regulations. Ability to supervise a professional and administrative support staff. Ability to coordinate and lead special projects associated with human resources and related functions. Ability to develop, recommend, implement and evaluate human resource policies and procedures. Ability to communicate effectively in oral and written format.
MINIMUM EDUCATION AND/OR EXPERIENCE:
The formal education equivalent of a bachelor’s degree with a major in personnel management, public administration, general business or a related field; plus three years of experience in human resources, including one year in a supervisory or leadership capacity.
