What determines a "Yes" response to the question: Can the students earn CEUs for completing the course?

The answer could be driven by either the training agency or the industry partner. In some instances the training agency awards them for the provided training. In some instances the industry partner requests they be awarded for the training and also tracks them.

 

How do institutions report trainings that take less than 30 minutes?

Learning events less than 30 minutes cannot be reported.  If an institution has a learning event less than 30 minutes, it can be grouped with other learning events to get a total of 30 or more minutes. ADHE will not accept decimals for contact hours. 

 

Would Apprenticeships be coded as Work-based Learning/On-the-Job Training?

Yes

 

If multiple forms of "Alternative/External Funding" are applicable to a course, should the valid code for the largest contributor be recorded in field #150?

Yes

 

For self-paced classes that students can start at any time during the year, how should reporting be handled if a student begins a course in one fiscal year (e.g., FY23-24) and completes it in the next (e.g., FY24-25)? Should the student be reported in the year the course is started, the year it is completed, or both? Additionally, if reported in the year they started with 'Course Completion' marked as 'No', should the student be reported again in the following year once the course is completed with 'Course Completion' marked as 'Yes'?

As the instructions in the Non-Credit Workforce Education/Training Course File field definitions state, courses are submitted on an annual basis and should be reported in the year in which the course ended, regardless of when the course began.  The student/course should be reported only once in the year in which they finished.

But I see it says in the Non-Credit Workforce Education/Training Student File field definitions that every student that attended/started a non-credit workforce course should be reported whether they completed the course or not in the manual.

We see where that's confusing.  That clarification is there because in the old workforce reporting, only students who completed the training were reported.  If a student withdrew or dropped out of the class, they weren't reported, but we want those students included now.  In the new workforce reporting, the student/registration is reported 
1. when they complete the course if it’s self-paced or 
2. when the course that’s not self-paced ends regardless of whether the student completed the course or dropped out of the course after it began.
